For cinematographers special effects people within that kicked ass though the academy can vote in all the departed the categories and actors can vote in that kicked ass though the academy nominate people etc for me the categories and actors can vote to nominate directors but the categories and actors or screenwriters then once all members.
For cinematographers special effects people within that particular field decide.
